About the role
The Human Resource Manager will provide generalist and operational HR support for the Syria Country Office, ensuring the recruitment function is effective and that the organization attracts, retains, and develops the talent needed to achieve program goals and serve beneficiaries.
Key responsibilities
- Manage main‑office HR operations and ensure compliance with Save the Children HR policies.
- Lead the full recruitment cycle: advertise vacancies, schedule and conduct interviews, perform reference checks, vet candidates and collect new‑hire documentation.
- Implement the induction programme “Passport to Success” for all new staff.
- Oversee performance‑management processes and ensure consistent application across the office.
- Monitor and apply updates to Syrian labour legislation, maintaining HR compliance.
- Coordinate learning and development initiatives and keep accurate training attendance records.
- Administer the staff well‑being plan in partnership with the well‑being committee.
- Maintain personnel files, employment contracts, timesheets, holiday calendars and leave records.
- Ensure competitive, cost‑effective salary and benefits packages for office staff.
- Track contract status, manage renewals and new‑hire actions.
- Update HR scorecards and mandatory trackers in collaboration with the regional office.
Required profile
- Proven experience as an HR generalist or manager, preferably in an international NGO.
- Strong knowledge of Syrian labour law and HR compliance requirements.
- Experience in recruitment, onboarding, performance management and staff well‑being programmes.
- Ability to handle safeguarding and child‑protection responsibilities.
- Excellent communication and stakeholder‑management skills.
- Fluency in English and Arabic.
- Relevant degree in Human Resources, Business Administration or a related field.
Required skills
- Proficiency with HR information systems and recruitment tools.
- Experience implementing performance‑management processes.
- Knowledge of local labour legislation and compliance procedures.
- Understanding of safeguarding and child‑protection protocols.
