Programme Specialist – Cash Based Assistance (P-4)

About the role

UNICEF is seeking a Programme Specialist to lead the design, implementation and monitoring of cash‑based assistance programmes worldwide, with a focus on the Middle East and North Africa. The specialist will work from the Global Programme Division in Amman, supporting country offices to deliver timely cash assistance in humanitarian and fragile contexts.

Key responsibilities

• Provide technical and operational guidance to country offices for the design and scaling of cash‑based assistance interventions.
• Support the deployment of direct cash mechanisms and surge responses, including remote assistance and field missions.
• Strengthen linkages between humanitarian cash programmes and national social protection systems.
• Facilitate risk‑informed programming and monitor programme performance against UNICEF standards.
• Build capacity of country teams through training, tools and best‑practice sharing.
• Coordinate with regional and global partners to ensure coherent cash assistance strategies.

Required profile

• Advanced university degree in economics, social sciences, public policy or a related field.
• Significant experience in cash‑based assistance, humanitarian programming or social protection, preferably in MENA contexts.
• Demonstrated ability to work in multicultural, multi‑stakeholder environments.
• Fluency in English; Arabic is an asset.
