Interim Deputy Regional Director for Programs (MENA/E)

About the role

Mercy Corps is seeking an interim Deputy Regional Director for Programs to lead its humanitarian and development portfolio across the Middle East, North Africa and Europe. This six‑month senior position reports directly to the Regional Vice‑President and provides strategic direction to country teams and regional technical units.

Key responsibilities

• Define and oversee the implementation of a high‑impact program portfolio aligned with Mercy Corps’ four outcome areas: Food Security, Water Security, Economic Opportunity, and Peace & Good Governance.
• Ensure delivery of programs that meet donor commitments and adhere to Mercy Corps’ program management standards.
• Lead regional Technical Resources, Evidence & Quality, Awards Management, Business Development, and Crisis Analysis teams.
• Manage the Multi‑Country Office structure, coordinating cross‑country initiatives and resource allocation.
• Provide strategic guidance to country teams, fostering innovative, evidence‑driven solutions to conflict and climate challenges.

Required profile

• Proven senior leadership experience in humanitarian or development programming across multiple countries.
• Strong track record of managing large, complex portfolios and donor relationships.
• Ability to influence stakeholders at local, regional and global levels.
• Excellent analytical and strategic thinking skills, with a focus on results and innovation.

Required skills

• Program management and monitoring expertise.
• Experience with evidence‑based program design and quality assurance.
• Knowledge of award management and business development processes.
• Capacity to lead multidisciplinary teams in crisis‑prone environments.
