Senior Monitoring & Evaluation Specialist – Evidence Generation Lead

About the role

The Senior M&E Specialist/Evidence Generation Lead will provide technical leadership across performance monitoring, evaluations, assessments, and research under the Jordan MELA work order. The role supports design and implementation of systems that strengthen evidence generation, data use, and adaptive management across the Jordan portfolio, working closely with the Regional Director, U.S. Department of State, partners and technical staff.

Key responsibilities

• Lead performance management, monitoring, evaluations, assessments and research activities under the Jordan MELA SOW.
• Design and refine performance monitoring systems, indicator tracking and data review processes.
• Develop and manage evaluation scopes, methodologies, work plans and oversee data collection, analysis, synthesis and reporting.
• Analyze performance data with contextual information to identify trends, risks and opportunities for adaptive management.
• Prepare dashboards, performance summaries, evaluation and assessment reports and translate findings into actionable recommendations.

Required profile

• Master’s degree in international development, economics, public policy, social sciences, statistics, evaluation or related field (Doctorate preferred).
• Minimum 7 years experience designing and implementing evaluations, assessments or applied social‑science research.
• Demonstrated experience with qualitative, quantitative and mixed‑methods approaches and with donor or government evaluation standards.
• Experience working in Jordan or the MENA region and familiarity with U.S. Government foreign assistance programming.
• Excellent written and oral communication skills in English and Arabic.
