Associate Evaluation Consultant (National)

About the role

The Evaluation Division of UNRWA's Internal Oversight Services seeks a National Associate Evaluation Consultant to support budgeting, procurement, human‑resource coordination and evaluation‑related logistics at the Amman headquarters. The consultant will work closely with the Chief of the Evaluation Division to ensure smooth financial and administrative operations while promoting a culture of learning and accountability.

Key responsibilities

• Assist the Chief in budget planning, financial control, preparation of operating and project budget estimates, monitoring expenditures and preparing budget adjustment reports.
• Coordinate with the Human Resources Office on recruitment, performance appraisal, onboarding, separation and contract administration for staff and consultants.
• Manage procurement activities, verify service contracts, prepare annual procurement plans, organise tenders and chair the Divisional Tenders Opening Committee.
• Organise meetings, workshops and learning events to disseminate evaluation results and foster an evaluation culture.
• Support data‑collection missions by handling logistics, conducting key‑informant interviews, focus‑group discussions and providing translation and note‑taking assistance.
• Perform any other duties assigned by the Division.

Required profile

• Diploma in Business Administration, Finance, Human Resources or a related field.
• Minimum of 5 years of relevant experience in budgeting, procurement, HR administration or evaluation support.
• Strong organisational and analytical abilities, with attention to detail.
• Fluency in Arabic and English, both written and spoken.
