Bid Manager – End-to-End Tender Management

About the role

We are looking for a Bid Manager to lead the end‑to‑end bid management process for ICT and digital transformation projects. The role involves coordinating cross‑functional teams to deliver compliant, high‑quality proposals on time.

Key responsibilities

• Identify and qualify bid opportunities, reviewing RFPs, RFQs, ITTs and tender documents for requirements, evaluation criteria, risks and deadlines.
• Develop bid plans, timelines, responsibilities and submission schedules, and maintain a centralized pipeline of all bids.
• Coordinate with Business Development, Sales, Presales, Technical, Project Management, Finance, Legal, HR and other stakeholders to gather inputs.
• Lead proposal development, ensuring technical, commercial, administrative and contractual requirements are met.
• Prepare and maintain bid response templates, compliance matrices, checklists and supporting documentation.
• Review proposals for accuracy, consistency, quality and compliance before submission.
• Manage clarification requests and coordinate responses with internal experts.
• Support pricing and commercial proposal preparation in collaboration with Finance.
• Conduct post‑bid reviews to capture lessons learned and drive continuous improvement.

Required profile

• Bachelor’s degree in Business Administration, Engineering, IT, Marketing or a related field.
• Minimum 5 years of experience in bid, tender or proposal management.
• Experience working with government entities, semi‑government organisations or large enterprises is an advantage.
• Strong understanding of RFP, RFQ, RFI, ITT and tender processes.
• Excellent written and verbal communication skills in English and Arabic.
• Strong analytical, organizational and problem‑solving abilities.
