Child Protection Consultant – Explosive Ordnance Risk Education

About the role

The Child Protection Consultant will support UNICEF’s Mine Action sector by finalising a Theory of Change (ToC) and results framework for Explosive Ordnance Risk Education (EORE). Working remotely under the guidance of the Child Protection Specialist, the consultant will ensure the ToC is practical, evidence‑informed and ready for implementation.

Key responsibilities

• Co‑create a detailed work plan with the Child Protection Specialist at the start of the assignment.
• Finalise the ToC diagram and convert it into an interactive PDF with pop‑up windows for each component.
• Develop a comprehensive ToC narrative describing enabling activities, delivery methods, change pathways, assumptions, risks and accountabilities.
• Design an overarching results framework for EORE with SMART indicators.
• Update the UNICEF RRBM/SBC glossary for EORE and attach it to the ToC narrative.
• Facilitate at least four virtual sessions with the EORE Advisory Group and SBC sector to finalise the beta version of the ToC and results framework.
• Organise remote testing of the draft ToC and results framework with three countries and adjust based on feedback.

Required profile

• Minimum five years of professional experience in mine action, social development programme planning, social and behaviour change, communication for development or related fields.
• Experience working in developing countries and in both development and humanitarian contexts is an asset.
• Advanced degree in international development, human rights, social sciences or a related discipline.

Required skills

• Technical expertise in Rights and Results‑Based Management (RRBM) methodology, including Theory of Change development.
• Ability to design results frameworks with SMART indicators.
• Strong analytical, planning, writing and networking skills.
• Proficiency in community engagement, social mobilisation and advocacy.
