Child Protection Consultant – Theory of Change for Explosive Ordnance Risk Education

About the role

The Child Protection Consultant will support UNICEF’s Mine Action sector by finalising a Theory of Change (ToC) and results framework for Explosive Ordnance Risk Education (EORE). Working remotely under the guidance of the Child Protection Specialist, the consultant will translate the existing ToC diagram into a practical, evidence‑informed tool that guides design, implementation, monitoring and evaluation of EORE programmes.

Key responsibilities

• Develop a detailed work plan and agree it with the Child Protection Specialist.
• Finalize the ToC diagram and convert it into an interactive PDF with pop‑up explanations.
• Write a comprehensive ToC narrative describing activities, delivery mechanisms, change pathways, assumptions, risks and accountabilities.
• Create an overarching results framework with SMART indicators and update the RRBM/SBC glossary for EORE.
• Facilitate at least four stakeholder sessions and remotely test the draft ToC and results framework in three countries, adjusting them as needed.

Required profile

• Minimum five years of professional experience in mine action, social development, programme planning, social‑behaviour change or related fields.
• Experience in developing countries and in both development and humanitarian contexts is an asset.
• Strong analytical, planning, communication and writing skills, with ability to work independently and within multicultural teams.

Required skills

• Technical expertise in Rights‑Based Results‑Based Management (RRBM) methodology.
• Proficiency in developing Theory of Change models and results frameworks.
• Knowledge of community engagement, social mobilisation, advocacy and human rights, gender and equity issues.
