Cost Controller

About the role

The Cost Controller will ensure effective cost planning, monitoring, and control across all phases of telecom and infrastructure projects. Based on‑site in Damascus, the role supports management decisions through accurate reporting, forecasting, and variance analysis.

Key responsibilities

• Prepare, monitor, and control CAPEX/OPEX budgets for OSP, ISP, DC, and Exchange domains.
• Track actual costs, commitments, and forecasts; conduct variance, trend, and earned value analyses.
• Validate quantities, BOQs, and contractor submissions before invoicing.
• Monitor contractor performance, productivity, and resource utilization.
• Review change requests and scope variations for financial impact.
• Produce monthly, quarterly, and ad‑hoc cost reports for internal and client stakeholders.
• Maintain cost databases, dashboards, and financial models using Excel, Power BI, and ERP systems.
• Support cash‑flow forecasting, financial planning, and coordination with procurement, contracts, and material management teams.
• Ensure compliance with client financial processes, invoicing requirements, and audit standards.
• Identify cost risks and provide executive‑level summaries and recommendations.

Required profile

• Bachelor’s degree in Engineering, Finance, Accounting or related field.
• 5–8 years of cost control or project finance experience in telecom or infrastructure projects.
• Strong understanding of CAPEX/OPEX planning and financial reporting.
