Education system external efficiency and skills‑labor market data analysis consultant

About the role

UNICEF is seeking a consultant to strengthen evidence‑based decision‑making in education and skills programmes. The role will support country offices and governments in aligning education investments with labour‑market needs and improving school‑to‑work transitions for adolescents and young people.

Key responsibilities

• Produce three compendiums of good practices on education‑labour market observatories, tracer studies & employer surveys, and public‑private dialogue.
• Provide demand‑driven technical assistance to at least five countries on establishing or strengthening education‑labour market observatories, tracer studies, employer surveys, and related stakeholder mechanisms.
• Document all technical assistance through reports, mission notes, workshop outputs and country‑specific recommendations.
• Develop a toolkit that consolidates lessons, operational models, indicators, templates and tools for future UNICEF guidance.

Required profile

• Advanced degree in education, labour economics, public policy or a related field.
• Proven experience in education‑labour market analysis, TVET, or skills‑development programmes.
• Demonstrated ability to work with government agencies, UN partners and private‑sector stakeholders.

Required skills

• Strong analytical and research skills.
• Experience drafting technical reports, policy briefs and toolkits.
• Excellent written and verbal communication in English.
