Endline and Final Evaluation Assessment for GAC funded project

About the role

Oxfam is seeking an experienced consultant (individual or firm) to conduct a combined endline study and final evaluation of its Global Affairs Canada‑funded project aimed at reducing gender‑based violence and improving equitable WASH and protection services in Yemen, Lebanon and Syria. The assignment will result in a single consolidated report with distinct sections for endline findings and final evaluation.

Key responsibilities

• Lead data collection, analysis and reporting for Lebanon and Syria, ensuring consistency with baseline methodologies.
• Oversee analysis and reporting of data collected by Oxfam’s Yemen team.
• Produce a consolidated report that includes quantitative indicator results and qualitative evidence (KIIs, FGDs, outcome harvesting).
• Apply OECD‑DAC evaluation criteria to assess impact, relevance, efficiency, effectiveness, coherence and sustainability.
• Identify enabling and limiting factors, unintended effects and provide actionable recommendations for future humanitarian programming.

Required profile

• Proven experience in end‑line assessments and final evaluations of humanitarian projects, preferably in GBV and WASH sectors.
• Ability to work in conflict‑affected contexts and manage field teams across multiple countries.
• Strong expertise in mixed‑methods research, including household surveys, key‑informant interviews and focus groups.
• Familiarity with OECD‑DAC criteria and donor reporting requirements.
