Evaluations and Assessments Specialist – MELA

About the role

The Evaluations and Assessments Specialist will provide technical leadership for evaluation, assessment, and research activities under the Jordan MELA work order, ensuring rigorous, relevant, and actionable products that support U.S. Department of State priorities.

Key responsibilities

• Lead the design and implementation of evaluations, assessments, political economy and market studies, situational analyses, rapid appraisals, and other research assignments under the Jordan MELA statement of work.
• Develop scopes of work, methodological approaches, and work plans in collaboration with the Jordan MELA Regional Director and U.S. Department of State counterparts.
• Oversee data collection, analysis, synthesis, and reporting, ensuring adherence to quality standards, ethical research practices, and do‑no‑harm principles.
• Translate findings into actionable recommendations and support learning activities such as validation meetings, dissemination workshops, and follow‑up action planning.

Required profile

• Master’s degree in international development, economics, public policy, social sciences, statistics, evaluation or related field; doctoral degree preferred.
• Minimum 7 years of experience designing and implementing evaluations, assessments, or applied social‑science research.
• Demonstrated experience with qualitative, quantitative and mixed‑methods approaches and developing actionable reports for donor or government clients.
• Strong analytical, writing and presentation skills, with fluency in English and Arabic.

• Expertise in qualitative, quantitative and mixed‑methods research design and analysis.
• Knowledge of evaluation standards, human subjects protection, and ethical research practices.
• Ability to manage multiple assignments and deadlines in dynamic, sometimes sensitive environments.
