Finance Manager – National (Treasury & Accounting)

About the role

The Finance Manager – National will lead Treasury and Accounting functions for the Syria Country Office, ensuring robust financial operations and compliance with donor regulations. This senior position reports to the Head of Treasury and Financial Compliance and works closely with field finance teams.

Key responsibilities

• Manage day‑to‑day Treasury operations, including cash management, bank liaison, and weekend/month‑end cash counts.
• Oversee payroll, benefits, tax calculations and ensure timely payments.
• Lead month‑end accounting close, journal entries, account reconciliations and maintain accurate ledgers.
• Prepare monthly financial reports for regional and central offices.
• Monitor trial balances, resolve balance‑sheet issues and communicate pending items to field offices.
• Develop and update country cash forecasts and support field finance focal points.
• Train field staff on cash forecasting, finance procedures and donor requirements.
• Coordinate audit processes and liaise with program and sub‑award units.

Required profile

• Strong understanding of humanitarian finance and donor compliance.
• Proven experience in Treasury, cash management and accounting close processes.
• Ability to work with multiple stakeholders, including banks, program teams and field offices.
• Experience delivering training and leading audit activities.
