Foundational Learning Consultant – Humanitarian Settings (Remote)

About the role

The Consultant will provide specialised technical expertise to strengthen UNICEF’s global work on foundational learning in humanitarian and crisis‑affected contexts. Working remotely, the role supports the Senior Advisor, Education in Emergencies and the Foundational Learning team.

Key responsibilities

• Develop and update technical guidance, operational frameworks, tools and standards for foundational learning, literacy, numeracy and learning recovery in humanitarian settings.
• Advise on teacher qualifications, training, remedial and accelerated learning programmes.
• Generate and synthesise evidence, operational learning and research findings into actionable recommendations for practitioners and policymakers.
• Support UNICEF, governments and partners in designing, implementing and evaluating foundational learning programmes in crisis‑affected, fragile or protracted emergency contexts.

Required profile

• Advanced university degree (Master’s) in Education, International Development, Social Sciences or related field.
• Minimum 10 years of progressively responsible experience in education sector planning, policy development, systems strengthening and Education in Emergencies.
• Proven experience integrating risk‑informed, crisis‑sensitive and resilience‑focused approaches into education planning and policy.
• Demonstrated experience designing, implementing or evaluating foundational learning programmes in humanitarian or displacement settings.

Required skills

• Technical expertise in developing guidance, frameworks, tools and standards for foundational learning, literacy, numeracy, remedial and accelerated education.
• Ability to translate evidence and research into practical recommendations and knowledge products for field practitioners.
