Head of Programme

About the role

The Danish Refugee Council is seeking a Head of Programme to lead its humanitarian response across Jordan and Iraq. Reporting to the Country Director, you will provide strategic direction, ensure high‑quality, evidence‑based programming, and strengthen partnerships with local actors.

Key responsibilities

• Maintain up‑to‑date analysis of humanitarian, protection, displacement, political, socio‑economic and donor contexts in Jordan and Iraq.
• Lead country‑level strategic planning, programme design, implementation, monitoring, learning and reporting.
• Ensure programme quality, technical coherence and compliance with DRC’s value compass and humanitarian standards.
• Develop and manage strategic partnerships with local NGOs, authorities and other stakeholders.
• Oversee cross‑cutting information management, assessment design, M&E, accountability and learning processes.
• Integrate evidence and learning into grant proposals and donor reports.

Required profile

• Extensive experience in humanitarian programme management, preferably in the Middle East.
• Strong understanding of protection, displacement and durable solutions frameworks.
• Proven ability to lead senior teams and coordinate multi‑partner operations.
• Excellent analytical, strategic thinking and communication skills.
