Head of Programme

About the role

The Head of Programme will work directly with the Country Director to shape and deliver DRC’s humanitarian response across Jordan and Iraq. This senior position ensures that programmes are evidence‑based, conflict‑sensitive and aligned with the needs of refugees, IDPs, returnees and other vulnerable groups.

Key responsibilities

• Maintain up‑to‑date analysis of humanitarian, protection, displacement, political, socio‑economic and donor contexts in Jordan and Iraq.
• Lead country‑level strategic planning, annual strategy reviews and programme design.
• Oversee the full project cycle – from needs assessments and context analysis to implementation, monitoring, learning and adaptation.
• Ensure high‑quality, integrated programming that meets immediate protection needs while supporting longer‑term recovery and durable solutions.
• Coordinate cross‑cutting information management, assessment design, M&E, accountability and learning.
• Develop and nurture strategic partnerships with local actors and strengthen local systems.
• Integrate evidence and lessons learned into grant proposals and donor reporting.

Required profile

• Senior management experience in humanitarian or development programmes.
• Deep knowledge of displacement dynamics and protection issues in Jordan and Iraq.
• Proven ability to lead multi‑disciplinary teams and manage complex stakeholder relationships.
• Strong analytical, strategic planning and decision‑making skills.
