Head of Programme

About the role

The Head of Programme provides strategic direction for the Danish Refugee Council’s response in Jordan and Iraq, working closely with the Country Director to ensure programmes are high‑quality, evidence‑based and conflict‑sensitive. This senior position leads the design, implementation and learning across the full project cycle, aiming to meet immediate protection needs while supporting longer‑term recovery and durable solutions.

Key responsibilities

• Maintain up‑to‑date analysis of humanitarian, protection, displacement, political, socio‑economic and donor contexts in Jordan and Iraq.
• Develop and steer strategic programme plans, ensuring alignment with DRC’s vision and donor requirements.
• Oversee the entire project cycle – from context analysis and needs assessments to design, implementation, monitoring, evaluation and reporting.
• Ensure programme quality, technical coherence and integration of evidence and learning into grant proposals and donor reports.
• Build and manage strategic partnerships with local actors, strengthen local systems and promote inclusion of refugees, IDPs, returnees and other vulnerable groups.
• Coordinate cross‑cutting information management, assessment design and accountability mechanisms.
• Contribute to country‑level strategy development and implementation, fostering coordinated and comprehensive programme delivery.

Required profile

• Extensive senior‑level experience in humanitarian programme management, preferably in multi‑country contexts.
• Strong understanding of protection, displacement and conflict‑sensitive programming.
• Proven ability to work with donors, develop strategic partnerships and lead high‑performing teams.
• Excellent analytical, reporting and communication skills, with fluency in English.
