Measurement, Cost and Contracts Engineer

About the role

The incumbent will support the Chief of the Construction Management Division by reviewing bills of quantities, analysing construction costs and providing technical advice on contracts and maintenance for UNRWA projects.

Key responsibilities

• Review Bills of Quantities against architectural, structural, mechanical and electrical drawings, identify discrepancies and recommend amendments.
• Analyse construction items for cost‑effectiveness, propose new materials and advise on contractual matters.
• Prepare tender documentation, non‑standard specifications and particular conditions using specialised quantity‑surveying software.
• Participate in project management teams focusing on costing and contract aspects.
• Conduct random technical monitoring of measurements, site reports, tests and final accounts.
• Maintain standard forms, specifications and cost data, recommending updates and improvements.

Required profile

• University degree in civil engineering from an accredited institution.
• At least four years of progressive experience preparing bills of quantities, cost estimates and tender documents.
• Good command of written and spoken English and Arabic.
• Current UNRWA contract of one year or more with completed probation, and residence in Amman.

Required skills

• Proficiency in Quantity Surveying software (billing, estimating, cost control, cash‑flow).
• Technical English writing skills.

What we offer

• Fixed‑term appointment for one year with a 1‑year probation period and possible extension.
• Grade 14 monthly basic salary of JD 919.800 plus a 60% Special Occupational Allowance.
• Provident Fund contribution (15.4% of basic salary), compulsory medical insurance, 30 days annual leave, dependency allowance.
• Sick leave (2 days per month), 14 weeks maternity leave, 2 weeks paternity leave.
