Monitoring and Evaluation Senior Officer

About the role

The IUCN Regional Office for West Asia is looking for a Senior MEAL Officer to lead monitoring, evaluation, accountability and learning (MEAL) activities for two environmental projects. The role ensures that MEAL systems are practical, decision‑oriented and aligned with donor requirements and IUCN standards.

Key responsibilities

• Design, refine and operationalise MEAL systems for the JILMI and KTD projects.
• Develop theories of change, results frameworks, monitoring plans, baselines, milestones and targets.
• Create and improve quantitative and qualitative monitoring tools, indicator reference sheets and reporting formats.
• Coordinate routine MEAL activities, ensuring timely data collection, verification, analysis, storage and retrieval.
• Support annual work planning and budgeting to reflect MEAL, evaluation and learning needs.
• Facilitate synthesis of qualitative and quantitative data from project teams, partners and consultants.
• Ensure compliance with donor safeguards, IUCN policies and audit readiness.

Required profile

• Proven experience in monitoring, evaluation and learning for environmental or conservation projects.
• Strong understanding of donor requirements, safeguards and IUCN standards.
• Ability to work closely with project managers, technical staff, consultants and implementing partners.
• Excellent data‑quality management and evidence‑use skills.
