Programme Specialist – Cash Based Assistance (P-4)

About the role

UNICEF is seeking a Programme Specialist to lead the design, implementation and monitoring of cash‑based assistance programmes worldwide, with a focus on the Middle East and North Africa. Based in Amman, the specialist will work within the Global Programme Division’s Cash Hub to support country offices in fragile and humanitarian contexts.

Key responsibilities

• Provide technical and operational guidance to country offices for the development and scaling of cash‑based assistance interventions.
• Support the delivery of direct cash mechanisms and rapid‑response surge operations.
• Strengthen linkages between humanitarian cash programmes and national social protection systems.
• Contribute to risk‑informed programming and risk management frameworks.
• Facilitate capacity‑building activities and knowledge sharing across regional and global partners.
• Monitor programme performance, ensure compliance with UNICEF policies and produce analytical reports.

Required profile

• Advanced university degree in social sciences, economics, international development or a related field.
• Significant experience in designing and managing cash‑based assistance programmes in humanitarian or development settings.
• Demonstrated knowledge of social protection systems and risk management in fragile contexts.
• Proven ability to work collaboratively with country offices, donors and implementing partners.
