Project Control Manager – Fiber Rollout (Damascus)

About the role

The Project Control Manager will lead planning, monitoring and control of a large‑scale Outside Plant (OSP) fiber rollout program in Damascus. This full‑time, on‑site position requires close coordination with contractors, client teams and cross‑functional stakeholders to ensure schedule, cost and quality targets are met.

Key responsibilities

• Own end‑to‑end project controls from planning through final handover of fiber rollout activities.
• Oversee scope assignment, distribution to contractors and performance monitoring against approved Project Implementation Plans.
• Manage the Project Controls Office covering scheduling, reporting, cost control, contracts, materials, asset management, HSE and QA.
• Drive standardized reporting, dashboards and KPIs across departments and regions.
• Lead risk management – identification, impact assessment and mitigation planning.
• Coordinate change management to maintain scope, budget and schedule stability.
• Work with PCC teams to close financial gaps and support invoicing.
• Build strong relationships with client management, contractors and internal teams.

Required profile

• 15+ years of experience in project controls, project management or telecom infrastructure delivery.
• Minimum 5 years in a senior or managerial role on large‑scale telecom or infrastructure projects.
• Bachelor’s degree in Engineering, Telecommunications or a related field.
• International experience in a developed telecom market is an advantage.
• Preferred certifications: PMP, PMI‑SP, PMI‑RMP or PRINCE2.

• Proficiency in Power BI.
• Advanced Excel skills.
• Experience with ERP systems.
