Protection Analyst – Monitoring & Analysis

About the role

UNRWA is seeking a Protection Analyst to lead the development and improvement of agency‑wide protection monitoring methodologies across its five fields of operation. The role supports the integration of quantitative and qualitative data to produce reliable protection information for vulnerable Palestine refugees.

Key responsibilities

• Develop, test and refine protection monitoring frameworks, indicators, classifications and reporting templates to ensure data quality and comparability.
• Provide technical guidance to field offices on protection data collection, ethical management, and integration with information management systems.
• Conduct cross‑field trend analysis, vulnerability profiling, thematic assessments and risk analyses to inform strategic planning and advocacy.
• Produce analytical products such as dashboards, vulnerability profiles, risk assessments and briefing materials on child protection, GBV, disability inclusion and displacement‑related risks.
• Support protection reporting and advocacy, ensuring accuracy, verification and compliance with protection principles.

Required profile

• Advanced university degree (Master’s or equivalent) in international relations, human rights, humanitarian affairs, public policy, information management or related field.
• Minimum five years of progressive experience in protection monitoring, data analysis, vulnerability profiling or related humanitarian research.
• Demonstrated ability to manage quantitative and qualitative protection data, develop analytical methodologies and produce evidence‑based reports.
• Fluency in English (required); Arabic knowledge is desirable.
