Regional MEL Qualitative Consultant

About the role

The International Rescue Committee (IRC) is seeking a Regional Monitoring, Evaluation and Learning (MEL) Qualitative Consultant to support its Early Childhood Development (ECD) Learning Agenda across Lebanon, Syria and Jordan. The consultant will work with country ECD program and M&E teams to synthesize and analyse qualitative data from focus groups and key‑informant interviews.

Key responsibilities

• Summarise each interview transcript into main points aligned with the 15 learning questions and four learning domains.
• Translate Arabic summary points into English; retain English content as‑is.
• Extract illustrative quotations that enrich the analysis.
• Conduct thematic analysis for each country once all summaries are finalised.
• Prepare three learning reports (one per country) that present findings and recommendations.

Required profile

• Experience conducting qualitative research in humanitarian or development settings.
• Strong analytical ability to identify themes and synthesize large volumes of text.
• Excellent written communication in both Arabic and English.
• Familiarity with early childhood development or related sectors is a plus.
