Regional Technical, Evidence & Quality Director (MENA/Europe & Asia)

About the role

The Regional Technical, Evidence and Quality (TEQ) Director leads the unified MENA/Europe and Asia program team, providing strategic direction and day‑to‑day management of technical advisors across water and climate, economic opportunities, social integration, monitoring‑evaluation‑learning and program standards.

Key responsibilities

• Set and execute the regional technical strategy, ensuring alignment with global TEQ priorities.
• Oversee and coordinate technical advisors, technical rosters and any additional experts joining the team.
• Deliver coordinated technical services to country teams across the humanitarian‑development‑peace nexus.
• Collaborate with global and regional TEQ units to maintain strategic coherence.
• Lead business development activities, represent Mercy Corps in donor meetings and external forums.
• Support pre‑positioning efforts and promote technical excellence throughout the region.

Required profile

• Senior leadership experience in humanitarian or development programs operating across multiple countries.
• Proven ability to manage multidisciplinary technical teams and deliver results in complex, multi‑regional contexts.
• Strong experience in business development and external representation with donors and partners.
• Excellent coordination and communication skills across culturally diverse settings.

• Proficiency in Monitoring, Evaluation and Learning (MEL) methodologies.
