Regional Technical, Evidence & Quality Director (TEQ) – MENA/EUROPE & ASIA

About the role

The Regional Technical, Evidence & Quality (TEQ) Director leads Mercy Corps’ technical and learning agenda across the MENA/Europe and Asia region. Reporting to senior leadership, the role provides strategic direction and day‑to‑day management of a diverse team of Technical Advisors covering water and climate, economic opportunities, social integration, monitoring‑evaluation‑learning and program standards.

Key responsibilities

• Set and oversee the regional technical strategy, ensuring alignment with global TEQ priorities.
• Manage and coordinate Technical Advisors to deliver high‑quality services to country teams across the humanitarian‑development‑peace nexus.
• Collaborate with global and regional TEQ units to maintain strategic coherence and coordinated support.
• Lead business development activities, including pre‑positioning efforts and representation in donor meetings and external forums.
• Promote technical excellence, knowledge sharing, and continuous learning within the regional program team.

Required profile

• Extensive senior‑level experience in humanitarian or development programs operating in multi‑country contexts.
• Proven track record of managing technical teams and delivering results in water, climate, economic opportunity, social integration, or MEL domains.
• Strong ability to coordinate across diverse stakeholders and represent the organization externally.
• Willingness to travel throughout the MENA/Europe and Asia region as required.

Required skills

• Deep knowledge of water and climate programming.
• Experience with economic opportunity and social integration initiatives.
• Expertise in monitoring, evaluation and learning (MEL) frameworks.
• Understanding of program standards and quality assurance processes.
