Senior State Security Expert (Non-Key)

About the role

We are seeking a Senior Non-Key Expert – State Security to provide high‑quality technical assistance for the EU‑funded “Egypt Downtown Facility” project. The role focuses on security policy, institutional cooperation, and sector analysis across a range of threats.

Key responsibilities

• Support technical assistance assignments covering security policy, institutional security cooperation and security‑sector analysis.
• Conduct assessments, policy reviews, institutional diagnostics and strategic analyses on counter‑terrorism, cybersecurity, border security and organised crime.
• Facilitate cooperation and policy dialogue between public authorities, international organisations and external partners.
• Apply knowledge of EU security policies and international cooperation frameworks to strengthen Egyptian partner capacities.

Required profile

• Master’s degree in security studies, international relations, political science, law, criminology, defence studies or a related field.
• Minimum 7 years of professional experience in security policy, institutional cooperation or security‑sector analysis.
• Proven experience conducting security assessments, policy reviews, institutional diagnostics or strategic analyses.
• Experience in counter‑terrorism, cybersecurity, border security, organised crime or related security challenges.
• Strong knowledge of EU security policies and international cooperation frameworks; experience in Egypt or the MENA region is highly desirable.
• Fluent English (C1); Arabic highly desirable.
