Technical Assistance for Research Commercialization & IP Framework

About the role

The consultant will provide short‑term technical assistance to a partner university, assessing and strengthening its research commercialization and intellectual property (IP) framework under the Higher Education for Innovation and Growth (HEIG) activity.

Key responsibilities

• Prepare an Inception Report outlining methodology, workplan and stakeholder engagement.
• Conduct an Institutional Review and produce a Research Commercialization and IP Assessment Report.
• Develop a Commercialization Policies and Framework Document, including recommended policy updates and a governance model.
• Create a Standard Operating Procedures (SOP) Manual covering invention disclosure, IP protection, licensing, venture creation and related processes.
• Design a Commercialization Monitoring Framework with KPIs, annual targets and reporting templates.
• Facilitate an Implementation Validation and Operationalization Workshop to test and refine the developed outputs.

Required profile

• Proven expertise in research commercialization, technology transfer and IP management within higher‑education or research institutions.
• Experience developing policies, frameworks and SOPs for university‑industry collaborations.
• Strong analytical skills to assess existing documentation, identify gaps and propose actionable improvements.
• Excellent facilitation and stakeholder‑engagement abilities to conduct workshops and deliver clear recommendations.
