Consultant – Technology Enhanced Pedagogy

About the role

UNRWA's Education Programme is looking for a consultant with expertise in capacity building on digital education to lay the foundation for scaling up capacity building among school-level education stakeholders. The consultant will build on existing initiatives such as the Microsoft Teams environment in schools, the Manara digital repository of teaching-learning resources and the Tamkeen online community of practice, and weave them into a comprehensive Technology Enhanced Pedagogy Framework. The work is online and remote, for a duration of 4-5 months, under the project Advancing Neutrality Reforms Through and Beyond the Colonna Recommendations (Phase III).

Key responsibilities

• Inception and stocktaking: map and analyse existing teacher capacity-building activities on digital pedagogy across the five fields, review existing ICT education resources, and set out a workplan.
• Systemic review of EdTech literacy of teaching personnel: consult with education specialists, coordinators and digital education officers, design a methodology (including an online survey), and produce a report advising on revising the teacher digital competency framework.
• Design a modular, hybrid, Arabic-language training package on technology-enhanced pedagogy, centred on Teams, Manara and Tamkeen, with digital lesson planning, ready-to-use classroom tools and a facilitator guide.
• Develop a simple Micro-MEL framework (Arabic and English) with instruments and pre/post self-assessment tools, pilot the package and framework, and give recommendations for future development.
• Train a small team of UNRWA facilitators to cascade the programme to the fields and report periodically on progress.

Required profile

• Advanced university degree (Master's or equivalent) from an accredited institution in Education, Education Technology, Information Technology or a related field.
• Expertise in capacity building on digital education.
