Digital Cash Transfer Advisor – Jordan (12‑month consultancy)

About the role

UNICEF is seeking a Digital Cash Transfer Advisor to support a digital transformation of social protection programmes in Jordan, with travel to Yemen. The 12‑month consultancy will focus on designing and implementing an integrated Management Information System (MIS) for cash transfers, digital payments, and beneficiary management.

Key responsibilities

• Assess institutional capacity for MIS design, development, and rollout.
• Identify technical, operational and capacity gaps and propose practical solutions.
• Develop an implementation roadmap covering technology choices, architecture, and workflow design for cash‑transfer operations.
• Provide strategic and technical advisory support aligned with international best practices and national digital transformation strategies.
• Build capacity of local teams through training and ongoing advisory support.

Required profile

• Proven experience in digital transformation of social protection or cash‑transfer programmes.
• Strong understanding of MIS architecture, digital payment systems, and beneficiary data management.
• Experience working with international organisations and government stakeholders.
• Ability to travel to Yemen as required.

Required skills

• Knowledge of integrated Management Information Systems for social protection.
• Familiarity with digital payment platforms and e‑wallet solutions.
• Experience with real‑time monitoring dashboards and geo‑targeting tools.
