Digital Cash Transfer Advisor – Jordan (Travel to Yemen)

About the role

UNICEF is seeking a Digital Cash Transfer Advisor to support the design and rollout of an integrated Management Information System (MIS) for social protection programmes in Jordan, with occasional travel to Yemen. The consultant will work closely with national partners to enhance transparency, efficiency and coverage of cash‑transfer initiatives.

Key responsibilities

• Assess institutional capacity for MIS design, development and implementation.
• Identify technical, operational and capacity gaps and propose practical solutions.
• Develop a detailed implementation roadmap covering technology choices, architecture, and workflow design for cash‑transfer operations.
• Provide strategic and technical advisory support aligned with international best practices and Jordan’s digital transformation strategy.
• Build capacity of local staff through training, mentorship and ongoing advisory services.
• Support the integration of social registry, cash‑transfer module, digital payment and e‑wallet grievance mechanisms, real‑time dashboards, and geo‑targeting tools.

Required profile

• Relevant advanced degree or equivalent professional experience in social protection, digital transformation or information systems.
• Proven experience advising on large‑scale MIS or digital cash‑transfer programmes.
• Strong understanding of social registry, digital payments, and beneficiary management.
• Experience working with international organisations and government agencies.
