Economic Empowerment Programme Manager

About the role

Plan International Jordan is seeking an experienced Economic Empowerment Programme Manager to lead the implementation of its Skills, Opportunities and Youth Economic Empowerment (SOYEE) portfolio. Based in Amman, you will oversee programme delivery, budget management and partner coordination to improve livelihoods for vulnerable youth, especially women and refugees.

Key responsibilities

• Provide technical leadership across four pillars: youth livelihoods, entrepreneurship, financial inclusion, and private‑sector engagement.
• Manage the full programme cycle, including work‑plan development, budgeting, grant compliance and reporting.
• Supervise assigned staff and external partners, ensuring quality standards and timely delivery.
• Develop and maintain strategic partnerships with employers, vocational institutes and financial service providers.
• Contribute to the regional SOYEE Centre of Excellence by sharing evidence, tools and learning.

Required profile

• Proven experience in programme management within international development or NGOs.
• Strong understanding of youth economic empowerment, vocational training and financial inclusion.
• Demonstrated ability to manage budgets, grants and multi‑stakeholder collaborations.
• Excellent communication skills in English; Arabic is an advantage.
