Ethics Officer (P3) – Headquarters, Amman

About the role
The Ethics Officer will support the Chief of the Ethics Office in strengthening UNRWA’s ethical framework. Based at the headquarters in Amman, the role contributes to policy development, training, and confidential advice on a range of ethical matters.
Key responsibilities
- Develop and improve policies, directives, guidelines and procedures that underpin UNRWA’s ethics framework.
- Draft the annual Ethics Office strategy, work plan and related budget proposals.
- Design, develop and deliver training and outreach materials to raise awareness of ethical issues.
- Maintain and update the Ethics Office intranet and external web pages with current policies and programmes.
- Manage the Ethics Focal Points Network, including meeting preparation and record‑keeping.
- Administer the annual conflict‑of‑interest disclosure (UNFDP) and support the Area Staff Declaration of Interest Programme.
- Provide confidential ethics advice on workplace issues, conflicts of interest, gifts, honors and outside employment.
- Support the Case Management System by recording trends and recommending improvements.
Required profile
- Proven experience in developing and implementing ethics or compliance policies within an international or UN context.
- Strong ability to provide confidential advice on complex ethical matters.
- Experience in designing and delivering training and outreach programmes.
- Familiarity with UN financial disclosure procedures (UNFDP) and related conflict‑of‑interest mechanisms.
- Excellent analytical and drafting skills, with attention to detail.
