Head of Field Finance Office – Gaza (based in Amman)

About the role

UNRWA is seeking a highly committed professional to lead its Field Finance Office for Gaza, operating from Amman. Reporting to the Deputy Director of UNRWA Affairs (Operations) and receiving technical guidance from the Director of Finance, the incumbent will ensure the delivery of accurate and timely financial information to internal and external stakeholders.

Key responsibilities

• Manage a field‑based finance team, providing training and guidance on financial matters.
• Interpret financial data and advise the Field Director, Programme Chiefs, and other managers on budgeting, cost allocation, and resource reallocation.
• Prepare medium‑term forecasts and operating budgets in full compliance with IPSAS, monitor expenditures, and report variances.
• Oversee disbursements, receipts, cash‑flow management, treasury functions, and local bank account administration.
• Supervise monthly financial reporting, quarterly budget reviews, fully accrued accounts, and annual/biennium closing activities.
• Coordinate responses to internal and external audit queries and ensure adherence to UNRWA financial regulations and manuals.
• Develop and maintain field financial systems and procedures, balancing operational needs with compliance requirements.

Required profile

• Extensive experience in public‑sector or UN finance management.
• Proven ability to lead finance teams and provide strategic financial advice.
• Strong understanding of IPSAS and UNRWA financial regulations.
• Excellent analytical, communication, and stakeholder‑management skills.
