Head of Programme and Strategy

About the role

The Head of Programme and Strategy (HoPS) leads the design, implementation and quality of all Plan International Jordan programmes. Reporting to the Country Director, the HoPS is a core member of the Country Management Team and ensures the Country Strategy 2025‑2030 is translated into evidence‑based, gender‑transformative interventions across host communities and Azraq Refugee Camp.

Key responsibilities

• Oversee delivery of the Country Strategy, ensuring programmes are rights‑based, evidence‑driven and meet quality standards.
• Supervise programme managers, impact and research leads, technical specialists and senior international experts.
• Provide strategic thought partnership to the Country Director on organisational direction, innovation and evidence‑based decision‑making.
• Collaborate closely with the Head of Resources Mobilisation to align programme quality with donor engagement and resource mobilisation.
• Manage the humanitarian‑development nexus, balancing immediate relief with long‑term development outcomes.
• Ensure gender‑transformative approaches are embedded across all thematic areas.

Required profile

• Extensive senior‑level experience in programme management within humanitarian or development contexts.
• Proven ability to lead multi‑disciplinary teams and drive strategic implementation.
• Strong understanding of gender‑transformative programming and evidence‑based approaches.
• Excellent strategic thinking, analytical and communication skills.
