Manager Payroll and Analytics

About the role

UNRWA is seeking a senior professional to lead its agency‑wide payroll and people‑analytics functions. Reporting to the Chief of HR Operational Services, the incumbent will ensure accurate, timely payroll processing, compliance with policies and statutory requirements, and deliver data‑driven insights to support HR decision‑making.

Key responsibilities

• Lead and oversee payroll and posting operations across HQ and field offices, ensuring accuracy, timeliness and statutory compliance.
• Manage the annual distribution of Provident Fund accounts, implement internal controls and drive continuous improvement of payroll systems.
• Provide expert advice on payroll system use, compliance standards and risk mitigation to HQ and field teams.
• Direct the people‑analytics function, develop dashboards, conduct ad‑hoc analyses and supply evidence‑based recommendations to senior management.
• Coordinate HR digitization and automation projects, aligning them with departmental priorities and organizational strategy.
• Champion gender and disability initiatives, maintain the Gender Parity Dashboard and ensure compliance with the Gender Work Plan.

Required profile

• Advanced university degree (Master’s or equivalent) in public or business administration, HR management or a related field, plus a professional project‑management certification.
• Minimum seven years of progressive HR experience, including at least three years in a supervisory role within a large international organization, with specific experience in payroll and HR automation.
• Demonstrated knowledge of UN/UNRWA regulations and experience working in the Middle East is desirable.
• Fluency in English (UN Level III) is required; French is an asset.
