Partnership Finance Manager

About the role

The Partnerships Finance Manager will support the development and oversight of financial management for the Syria Country Office. Reporting to the Head of Treasury and Financial Compliance, the role ensures effective partnership budgeting, financial reporting, and capacity building for partner organisations.

Key responsibilities

• Act as the strategic finance business partner to the Head of Treasury and programme implementation teams.
• Assess partner organisations' financial capacity and identify gaps for targeted support.
• Conduct regular visits to partners to discuss financial and operational progress.
• Assist partners in developing project budgets, work plans, cash‑transfer plans and procurement plans.
• Support external audit processes and follow up on audit recommendations.
• Monitor implementation of work plans and budgets to ensure programme objectives are met.
• Lead best‑in‑class financial management at field offices, including recruitment, succession planning and compliance with internal controls.
• Provide mentorship and technical guidance to budgeting and reporting teams.

Required profile

• Experience in partnership finance management within humanitarian or development contexts.
• Strong understanding of budgeting, financial reporting and audit processes.
• Ability to assess and build partner financial capacity.
• Experience in leading and mentoring finance teams.
• Willingness to work on‑site in Syria and engage with child‑safeguarding protocols.
