Protection Referral Support Consultant

About the role

The International Rescue Committee seeks a Protection Referral Support Consultant to strengthen safe, confidential and accessible referral pathways linking protection services with sexual and reproductive health (SRH) and primary health care in Za’atari Camp. The assignment will support around 12,000 Syrian refugees over ten months, working 10–14 days per month.

Key responsibilities

• Map and regularly verify protection, GBV, child protection, legal, psychosocial and disability‑inclusive services, maintaining an up‑to‑date service directory and referral SOPs.
• Link IRC health and SRH teams with authorized protection providers, ensuring safe identification and first‑line referral using informed consent.
• Establish secure, access‑controlled referral tracking, analyse completion rates and barriers, and recommend corrective actions.
• Orient and mentor staff on survivor‑centered communication, confidentiality, safeguarding, PSEA, child‑safe practice and disability inclusion.
• Coordinate with UNHCR‑led camp protection mechanisms and relevant health coordination groups, and conduct quarterly reviews of referral pathway functionality.

Required profile

• University degree in social work, psychology, protection, public health, gender studies, humanitarian studies or a related field.
• Minimum two years of experience in humanitarian protection referrals, GBV or child protection referral systems, or integrated health‑protection programming.
• Fluency in Arabic and professional working proficiency in English.
• Preferred experience in refugee camps or displacement settings in Jordan, especially knowledge of Za’atari Camp services.
