Quality Assurance Manager – Water & Irrigation Projects

About the role

Hussein Atieh & Sons Co. (HAE) is seeking an experienced QA/QC Manager to lead quality assurance for water supply, irrigation and treated sewage effluent (TSE) projects across the MENA region. You will be responsible for establishing and maintaining robust quality systems that ensure compliance with contract specifications, international standards, and client expectations.

Key responsibilities

• Develop, implement and maintain the Project Quality Management System (QMS) in line with contract requirements.
• Prepare, review and monitor Inspection and Test Plans (ITPs), method statements and quality records.
• Coordinate and supervise material inspections and laboratory testing, including soil compaction, concrete strength, asphalt, aggregate and pipe testing.
• Verify that all construction materials meet approved submittals, project specifications and relevant standards.
• Monitor site activities for quality compliance, initiating corrective and preventive actions as needed.
• Manage inspections with the Employer, Engineer, approved laboratories and subcontractors.
• Handle Non‑Conformance Reports (NCRs), corrective actions, quality audits and documentation.
• Prepare and submit comprehensive quality reports and maintain complete QA/QC records for testing, commissioning and handover.

Required profile

• Bachelor’s degree in Civil Engineering or a related engineering discipline.
• Minimum 15 years of professional experience, including at least 8 years as a QA/QC Manager on water supply, wastewater, irrigation or TSE projects.
• Proven experience implementing and managing Quality Management Systems for infrastructure projects.
• Fluency in English and Arabic, both written and spoken.
