Regional Staff Counsellor (P4) – Fixed Term

About the role

The Regional Staff Counsellor (P4) provides strategic HR guidance and support to the ECAMENA Regional Office in Amman, ensuring effective people‑centered management across a diverse set of country contexts.

Key responsibilities

• Lead regional HR strategy, governance and staff counselling in line with UNICEF policies.
• Represent the region in UN and partner engagements on HR matters.
• Oversee programme oversight, talent management, and workforce planning.
• Drive digital transformation and innovation in HR processes.
• Manage financial, risk, supply and logistics aspects related to staff deployment.
• Coordinate emergency preparedness, response and communication for staff safety.
• Develop partnerships and financing mechanisms to support HR initiatives.

Required profile

• Advanced degree in Human Resources, Public Administration or related field.
• Significant experience at senior (P4) level in international or UN‑based HR roles.
• Proven ability to work in high‑income, middle‑income, low‑income and fragile settings.
• Strong analytical, advisory and stakeholder‑engagement skills.
