Senior Program Manager, Jordan

About the role

As the CRS programming lead for Jordan, the Senior Program Manager will provide strategic direction, leadership and management of the country office portfolio, ensuring high‑quality programming for poor and vulnerable populations.

Key responsibilities

• Define and implement strategic frameworks and resource‑mobilization plans aligned with regional and agency priorities.
• Lead and support local partners in high‑quality project design, applying project‑management standards and MEAL methods.
• Coordinate planning across multiple sectors to integrate interventions and improve implementation efficiency.
• Develop and nurture donor relationships, oversee business‑development cycles and ensure proposals meet agency and donor standards.
• Represent CRS in the Middle‑East regional hub and promote program growth.
• Partner with Caritas Jordan to assess, strengthen and manage partnerships, providing technical assistance and capacity‑building.
• Identify training needs, develop curricula and deliver trainings to partner staff and CRS teams.
• Lead program learning initiatives, identify research opportunities, and disseminate best practices and lessons learned.

Required profile

• Extensive senior‑level experience in humanitarian program design, implementation and management.
• Proven ability to lead strategic planning, resource mobilisation and donor engagement.
• Strong partnership management and representation skills, including experience working with local NGOs.
• Demonstrated capacity to provide technical assistance, training and mentorship to partners and staff.
• Experience in security risk management and coordination with senior management teams.
