Team Leader – Evaluation Manager for Development Programme

About the role

The Sustainable Research and Development Center is looking for a qualified Team Leader / Evaluation Manager to lead the final external evaluation of a multi‑sector development programme in Madaba Governorate, Jordan. The assignment runs from September to December 2026 and combines desk work with field engagement.

Key responsibilities

• Provide overall technical and managerial leadership for a mixed‑methods evaluation based on OECD‑DAC criteria (relevance, coherence, effectiveness, efficiency, emerging impact, sustainability).
• Design and oversee data collection activities, including desk review, stakeholder consultations, interviews, focus groups, and field observations.
• Triangulate evidence, conduct analysis, and facilitate stakeholder reflection on findings.
• Prepare comprehensive evaluation reports and present results to programme stakeholders.

Required profile

• Proven experience leading monitoring and evaluation (M&E) assignments for development programmes.
• Strong understanding of OECD‑DAC evaluation standards and mixed‑methods research.
• Experience working in Jordan or similar contexts, with familiarity with gender‑responsive urban and tourism planning.
