GBV Prevention and Response Programme Specialist Consultant

About the role

The United Nations Relief and Works Agency (UNRWA) seeks a specialist consultant to strengthen its gender‑based violence (GBV) prevention and response framework across the agency. Working remotely with virtual consultations, the consultant will support the development of a comprehensive, survivor‑centred GBV programme that aligns with UNRWA policies and operational procedures.

Key responsibilities

• Conduct a desk review of UNRWA GBV policies, strategies, tools and SOPs and produce an inception report with methodology and workplan.
• Map existing GBV‑related capacities, services, referral pathways and tools across headquarters and field operations.
• Assess institutional strengths, gaps and challenges in GBV prevention, risk mitigation, safe identification, referral systems, monitoring and accountability.
• Facilitate stakeholder consultations with headquarters departments, programme areas and field offices to identify roles, responsibilities and good practices.
• Synthesize findings into a design report and draft the UNRWA Agency Framework for Multi‑sectoral Prevention and Response to GBV.

Required profile

• Proven experience in GBV prevention and response within humanitarian or protection contexts.
• Familiarity with UNRWA policies, programmes and multi‑sectoral coordination mechanisms.
• Strong analytical and report‑writing skills, with ability to produce clear, evidence‑based recommendations.
• Excellent facilitation and stakeholder‑engagement capabilities.
