Human Resources Manager – National Role (Damascus)

About the role

The Human Resources Manager will provide generalist and operational HR support for the SCI Syria Country Office, driving a high‑performing recruitment function and ensuring compliance with HR policies, local labour law and safeguarding standards. The role also leads employee relations, staff well‑being initiatives and performance management to help the organization achieve its programme goals.

Key responsibilities

• Manage main‑office HR operations, ensuring compliance with Save the Children HR rules and Syrian labour legislation.
• Lead the full recruitment cycle – advertise vacancies, schedule and conduct interviews, perform reference checks, vet candidates and collect new‑hire documentation.
• Implement the induction programme “Passport to Success” for all new staff.
• Oversee the performance‑management process and ensure consistent application across the office.
• Coordinate learning and development activities and maintain training attendance records.
• Administer the staff well‑being plan in partnership with the well‑being committee.
• Maintain accurate personnel files, employment contracts, timesheets, holiday calendars and leave records.
• Ensure competitive, cost‑effective salary and benefits packages and monitor contractual status for renewals.
• Supervise HR Coordinators and maintain regular communication with field‑office HR leads.

Required profile

• Proven experience as an HR generalist or manager, preferably in an international NGO setting.
• Strong knowledge of Syrian labour law and HR compliance requirements.
• Demonstrated ability to manage recruitment, onboarding, performance management and staff well‑being programmes.
• Experience handling safeguarding‑related incidents and child‑safeguarding procedures.
• Excellent communication skills and ability to work closely with field offices and senior management.
