Learning Assessment Use and Systems Strengthening Consultant

About the role

The Learning Assessment Use and Systems Strengthening Consultant will provide strategic technical assistance to UNICEF Country Offices and government partners, helping them generate, analyse, and apply learning assessment data to improve education policies and practices.

Key responsibilities

• Deliver high‑quality, timely technical support on the use of learning assessment data.
• Develop technical guidance, knowledge products, and analytical outputs aligned with UNICEF education priorities.
• Facilitate cross‑country learning initiatives and share best practices.
• Support the design, implementation, and institutionalisation of national learning assessments.

Required profile

• Advanced university degree (Master’s or higher) in education, economics, public policy, international development or related field.
• At least 10 years of progressively responsible experience in education, with a focus on learning assessment, education systems, or data‑informed policy.
• Proven experience supporting national or large‑scale learning assessment initiatives.
• Experience providing technical assistance to governments or international organisations, especially in low‑income, fragile or crisis‑affected contexts.
• Track record of producing analytical or knowledge products for policy and programme audiences.
