VET and Business Development Officer

About the role

Enabel, the Belgian development agency, is seeking a VET and Business Development Officer to support a new four‑year project in Jordan focused on socio‑economic empowerment of youth, Syrian refugees and women. The role combines technical expertise in vocational education and training (TVET) with business creation and economic inclusion of vulnerable groups.

Key responsibilities

• Provide technical inputs on TVET, business creation, and the economic inclusion of refugees.
• Support planning, execution and monitoring of project activities related to your expertise.
• Prepare and coordinate partnerships, including grants and public procurement, with relevant public partners.
• Oversee and partially implement capacity‑building components and operational follow‑up of grants under R1 and R2.
• Develop strategies and approaches tailored to vulnerable youth, refugees and women.
• Ensure practical application of cross‑cutting themes such as gender equality, decent work, environmental sustainability, digital innovation and entrepreneurship.

Required profile

• Master’s degree in business administration, education, social sciences, international relations or a related field.
• Minimum of 2 years of relevant experience in skills development, TVET, employment policies or business development support.
• Familiarity with regulations affecting refugee access to employment and ability to adapt strategies accordingly.
• Strong analytical and coordination skills in a multi‑cultural, international development context.

Required skills

• Knowledge of TVET systems and curricula.
• Experience with business development methodologies and grant management.
• Understanding of public procurement processes.
• Capacity‑building and strategic planning abilities.
• Ability to integrate gender, decent work, environmental and digital considerations into project design.
