Education System Efficiency & Labor Market Data Analyst Consultant

About the role

UNICEF is seeking a consultant to support the Global Public Goods on Education (GPD‑Education) initiative. The role will help strengthen evidence‑based decision‑making, improve education and skills programme performance, and promote successful school‑to‑work transitions for adolescents and young people worldwide.

Key responsibilities

• Develop three compendiums of good practices on education‑labor market observatories, tracer studies & employer surveys, and public‑private dialogue.
• Provide demand‑driven technical assistance to at least five UNICEF country offices or governments, including establishing or strengthening observatories, surveys, and labor market intelligence systems.
• Produce a toolkit that consolidates lessons, operational models, indicators, templates and tools for future UNICEF guidance.
• Facilitate knowledge sharing, capacity development and deliver a final synthesis report.

Required profile

• Proven experience in education sector analysis, labor‑market alignment and international consultancy.
• Demonstrated ability to produce high‑quality technical reports, mission reports and workshop outputs.
• Strong analytical, writing and presentation skills.
• Ability to work remotely and travel to country missions as needed.
