Education system external efficiency and skills-labor market data analysis consultant

About the role

The consultancy will support UNICEF’s effort to strengthen evidence‑based decision‑making in education and skills programmes. You will work remotely while collaborating with country offices and governments to improve education‑labour market alignment for adolescents and young people.

Key responsibilities

• Develop three compendiums of good practices on education‑labour market observatories, tracer studies and public‑private dialogue.
• Provide demand‑driven technical assistance to at least five countries on establishing or strengthening education‑labour market observatories, tracer studies, employer surveys and related stakeholder mechanisms.
• Produce a toolkit that consolidates lessons, operational models, indicators, templates and tools for future UNICEF guidance.
• Document all activities through technical reports, mission reports, workshop outputs and country‑specific recommendations.

Required profile

• Proven experience in education data analysis, labour market research or related consultancy work.
• Familiarity with UN or international development contexts and ability to work with multiple stakeholders.
• Strong analytical and report‑writing skills, with experience producing technical guidance documents.
• Willingness to travel to country offices as needed.
