Head of New Business Development (HNBD) – National/International

About the role

The Head of New Business Development (HNBD) will lead the business development function for the Syria country office, shaping the strategy to secure funding from institutional donors, corporate foundations, and philanthropic partners. This senior position reports to the PDQ Director and works closely with technical advisors, program operations, finance, and global teams.

Key responsibilities

• Assess the country, regional, and global funding landscape and create a strategic plan to build relationships with donors and partners.
• Gather intelligence from strategic relationships, use data‑driven insights to prepare competitive proposals, and track upcoming funding opportunities.
• Design and manage an efficient proposal development process that ensures compliance, competitiveness, and learning capture.
• Develop high‑quality concept notes and full proposals in collaboration with NBD managers, programme development, operations, and finance teams.
• Lead the donor engagement plan aligned with the country strategic plan, facilitating structured engagement, scoping, and opportunity tracking.
• Coordinate and write proposals for large, competitive funding calls, ensuring alignment with programme strategies and organisational breakthroughs.

Required profile

• Proven senior‑level experience in business development, fundraising, or donor engagement within the humanitarian or development sector.
• Strong analytical ability to translate market intelligence into actionable funding strategies.
• Innovative thinking and creativity in packaging programme strategies to attract donor support.
• Excellent communication and stakeholder management skills, with the ability to work across multidisciplinary teams.
