Impact & Research Manager

About the role

Plan International Jordan is seeking an Impact & Research Manager to lead the Monitoring, Evaluation, Research and Learning (MERL) functions across its programmes. The role will ensure that evidence generation, impact measurement and learning are embedded in programme design, implementation and decision‑making.

Key responsibilities

• Design and oversee high‑quality M&E frameworks, indicator matrices, Theory of Change and MERL activity plans for all development and humanitarian projects.
• Lead rigorous research initiatives, including quantitative and qualitative studies, to produce credible evidence for programming and advocacy.
• Develop and implement robust impact measurement frameworks that assess programme results at beneficiary and systems levels.
• Monitor progress against the country strategy in real time, providing timely analysis and recommendations for course corrections.
• Supervise the MERL team and collaborate closely with Programme Managers, Project Managers, Operations and Finance heads.

Required profile

• Proven experience in designing and managing M&E, research or evaluation programmes in an international development or humanitarian context.
• Strong analytical mindset with the ability to translate data into actionable insights.
• Excellent communication and stakeholder‑engagement skills, with a focus on gender‑transformative and inclusive approaches.
• Ability to work under tight deadlines and manage multiple priorities.

Required skills

• Experience with qualitative and quantitative data collection methods.
• Familiarity with developing indicator matrices, Theory of Change and impact measurement frameworks.
