Prospects Consultant – Skills Development (Remote, 10 months)

About the role

UNICEF is seeking a Prospects Consultant to lead the design and rollout of rapid skills needs assessments (RSNAs) across global, regional and country levels. The role will generate labour‑market evidence to inform national skills strategies and support education system reforms for lower and upper secondary education.

Key responsibilities

• Design and implement RSNAs to capture current and future skills demands.
• Analyse labour‑market data to produce evidence‑based recommendations for national skills strategies.
• Assist PROSPECTS countries in refining skills strategies aligned with education reforms and financing opportunities.
• Strengthen programme delivery through competency‑based curricula, youth skills programmes and community‑based training for out‑of‑school and vulnerable groups.
• Collaborate with governments, development partners and private‑sector actors to ensure alignment and impact.

Required profile

• Master’s degree in TVET, education, development studies, monitoring & evaluation or a related field.
• Minimum eight years of professional experience in education systems strengthening, with a focus on TVET, skills development and secondary education.
• Proven experience working with governments, development partners and private‑sector stakeholders.

Required skills

• Extensive knowledge of TVET and education programme management.
• Experience with digital system development and education technology solutions.
